Donna Kling Prior to 1995, Saginaw County 9-1-1 was considered part of the Saginaw County government system and, therefore, under the same benefit package as the county. In 1995, 9-1-1 split from county government and became a separate Authority, which meant breaking away from their benefit package. At that time, with health care costs beginning to skyrocket, it was recommended by the then-Saginaw County Controller, Fred Todd, and then-Deputy Controller Cathy Snyder, that our new Authority contact Employee Benefit Resources (EBR). After meeting with Mitch Singer and Ron Schoenknect, it became apparent that we needed an agent-of-record who would represent our best interest. In the course of the next few months, they reviewed our insurance programs, as well as leading us to investigate a social security opt-out program. By the time renewal for our health insurance programs arrived, EBR had presented a way to save several thousands of dollars, while keeping up the same coverage program. We joined SBAM for better group rates and, under the Social Security Act of 1938, applied to the government for a social security opt-out plan, which we were successful in obtaining. The 6.2% of employee contribution and the 6.2% of employer contribution are put into a 414H plan, which with the employees are extremely pleased. They created a team approach and when contract negotiations came around, they assisted in drafting health proposals to present to union members. They were part of our negotiating team and we credit them with the successful contract vote by union members. On top of all that, the word is SERVICE, SERVICE, SERVICE. Its more than just Mitch Singer; its also other personnel in his office that we are in contact with to solve problems, answer questions, discuss new ideas.
