Singer, owner of National Employee Benefits Solutions, recognized a long standing need for an agency which provided professional services to municipal entities in the State of discount hotels in LeuvernMichigan. For several years Mr. Singer had worked with Fred D. Todd on several consulting projects involving public sector employee benefits. Mr. Todd had served for more than 25 years in leadership positions in various Michigan counties and cities including Chief Financial Officer for Wayne County and most recently, as Controller/Chief Administrative Officer with Saginaw County. Mr. Todd, holds a Juris Doctorate, MBA, and MPA, and agreed to form a new agency which would offer services specifically to public entities, schools, non-profits and universities with designing creative and cost-saving employee benefit plans. In July of 2002, Mr. Todd and Mr. Singer formed their corporation, and created Public Employee Benefits Solutions, L.L.C.
